Ruhrverband

Since 1913, Ruhrverband (Essen, Germany) has been responsible for sustainable water management infrastructure along the Ruhr River. It supplies drinking and industrial water to approximately 4.6 million people and businesses, drawing from the river and its tributaries. Ruhrverband is responsible for planning, constructing, financing, and operating key infrastructure including dams, reservoirs, wastewater treatment plants, and stormwater treatment facilities.

Energieversorgung Dormagen GmbH

Energieversorgung Dormagen GmbH (evd), based in Dormagen, Germany, has been ensuring the city’s water supply since 1921. In 1979, its portfolio expanded to include private and district heating. Today, around 100 employees work to provide reliable water and energy services to the city’s 67,000 residents.

Technische Betriebe Dormagen

Technische Betriebe Dormagen (Technial Services Dormagen) is a municipal service provider under the Dormagen City Administration. It delivers a wide range of services, including urban drainage, road and green space maintenance, and cemetery management. In the area of drainage, a team of 25 staff ensures the effective collection and treatment of wastewater and rain water, while also overseeing the planning, construction, and maintenance of wastewater infrastructure.

Eastern Water and Sanitation Company Limited

Eastern Water and Sanitation Company Limited (EWSC), based in Chipata, Zambia, was established in 2008 under the Companies Act CAP 388 of the Laws of Zambia to provide water supply and sanitation services to urban and peri-urban communities in the Eastern Province. The company began full operations in 2009 and is wholly owned by the eight local authorities in the province.

The project

This WOP will create strong synergies with the NEWZA programme and the BMZ-funded SIWaS project. Its main objective is to facilitate knowledge transfer and build capacity, ultimately leading to improved utility procedures, strengthened operations, and sustainable delivery of high-quality services.

NEWZA (Nexus Energy and Water Program for Zambia) is a programme launched in 2024, funded by the EU, UNICEF, and BMZ. It forms part of the Joint European Strategy for Zambia and aims to significantly enhance the energy and water supply situation in the country. This is to be achieved by improving the operational and financial performance of utilities: An approach aligned with commitments made by the Zambian Government and EU Member States currently active in Zambia’s water sector.
NEWZA is partially being implemented within the framework of the BMZ bilateral project SIWaS (Strengthening Institutions for Sustainable Water Supply and Sanitation in Zambia).
This WOP is embedded within that framework and contributes directly to its objectives.

Bei den ersten Delegationsbesuchen in Chipata, der Partnerstadt von Dormagen im Osten Sambias, wurden gemeinsame Anstrengungen unternommen, um zentrale Herausforderungen für die zukünftige Zusammenarbeit zu identifizieren. Nach wie vor hat eine große Zahl von Haushalten keinen direkten Zugang zu Trinkwasser und ist auf Wasserkioske angewiesen. Zudem verlaufen viele Wasserleitungen oberirdisch, was sie besonders anfällig für Schäden macht mit hohen Wasserverlusten und steigenden Kosten für das Versorgungsunternehmen Eastern Water and Sanitation zur Folge. In Sambia betragen die Wasserverluste häufig etwa 50 Prozent, während in Deutschland im öffentlichen Trinkwassernetz nur etwa fünf Prozent verloren gehen.

Increasingly, heatwaves are also restricting both water availability and the generation of hydropower, with serious consequences for the population and economic development across Zambia.

Work Packages of the Partnership

The partnership focuses specifically on knowledge transfer and capacity development. In addition to technical advice and practical training, solutions are being jointly developed with EWSC and tested directly through pilot projects on the ground. With this approach, the partnership aims to meaningfully support the modernisation measures of the supply network, which are additionally funded by Germany.
