Bergischer Abfallwirtschaftsverband

The Bergische Abfallwirtschaftsverband (BAV) is a joint waste management association of the Oberbergische and Rheinisch-Bergische districts. The two districts founded the association in 1976 and have been its members ever since. As a public corporation, the BAV's main task is to recycle and dispose of waste, including setting socially acceptable fees within the association's territory. Together with the two districts, the BAV is also the organiser of the ":metabolon" innovation project. :metabolon: An innovative research, teaching and learning centre was established in 2010 at the BAV's Leppe central landfill site, which was largely closed at the end of 2014. Research is carried out there into urban metabolism, i.e. how organic and inorganic materials can be optimally utilised and reused - the basis for improving the urban circular economy. The second focus of :metabolon is knowledge transfer: through extracurricular learning programmes for almost all age groups, events and an architecturally unusual 48-hectare site on which the circular economy can be experienced in an accessible and playful way.

City Park Management

The municipal waste management company City Park Management in Nikopol, Dnipropetrovsk Oblast, is fully owned by the municipality. Employing over 300 staff members, the company operates under the supervision of the Division of Infrastructure, Landscaping, and Utilities of the Nikopol City Council. Despite Nikopol being under constant shelling due to the ongoing war, the company continues to carry out waste collection services under extremely challenging conditions. Before the full-scale invasion, Nikopol had a population of approximately 104,000 residents. As a result of heavy attacks and widespread destruction, an estimated 60,000 people remain in the city. In the period from 2024 to 2025, the city generated 24,419.25 tons of green waste.

The project

The city of Nikopol is facing serious challenges in maintaining its municipal waste management system due to ongoing war and a lack of necessary equipment. Currently, waste is collected using 1100-liter containers. While this system works in most areas of the city, two neighborhoods remain inaccessible to standard garbage trucks due to narrow streets and specific infrastructure features. This creates considerable obstacles for regular waste collection and requires tailored solutions to ensure reliable service for all residents.

Working packages of the Partnership

One of the priorities is the procurement of small waste containers and a compact garbage truck, specifically designed for use in areas inaccessible to standard vehicles. This will ensure that regular waste collection becomes feasible in the two underserved neighborhoods with narrow and difficult-to-access streets.

In addition, the partners have identified further work packages that will be explored and specified as the partnership progresses:

  • Evaluation and potential adaptation of BAV’s local waste management strategies to the conditions in Nikopol
  • Implementation or optimisation of a waste separation system, both at container collection points and at the city’s landfill
  • Development of a green waste recycling strategy
