Lvivvodokanal

The water and wastewater company Lvivvodokanal of the city of Lviv in western Ukraine belongs to the municipal authority of Lviv and is the largest water supply and disposal company in the region. Its service area includes approximately 730,000 people and 10,000 businesses. Lvivvodokanal operates a water supply network about 2,250 kilometres long. The city’s drainage system consists of a 765-kilometre sewer network, 15 wastewater pumping stations, and two wastewater treatment plants.

Nadvirnavodokanal

The municipal company Nadvirnavodokanal is responsible for the drinking water supply and wastewater disposal for the city of Nadvirna, Ukraine, and the surrounding villages, serving approximately 21,000 residents and four industrial enterprises. The company employs 12 staff members. Its responsibilities include managing a 30 km-long sewer network, five pumping stations, and the central wastewater treatment plant, which is owned by the local oil processing company. Nadvirnavodokanal is planning the construction of a new wastewater treatment plant (required investment approximately 234 million UAH), the modernization of the water supply system, and the optimisation of sludge treatment. The company has prepared the planning documents for the construction of the treatment plant and aims to train and prepare its employees for future tasks.

Ternopilvodokanal

The municipal company supplies drinking water to the residents of the city of Ternopil, Ukraine, and four neighbouring villages, serving approximately 240,000 people and 4,000 businesses and organisations, and is responsible for wastewater disposal. The company employs around 500 staff and operates a water network approximately 400 km long and a wastewater network about 300 km long, two water extraction points, eight wastewater pumping stations, and the central wastewater treatment plant. The company is planning the construction of a new treatment plant as well as the modernisation of the networks and infrastructure. To this end, it actively collaborates with water associations and international financial institutions, such as the World Bank, which support the company.

Ukrovodokanalekologiya

Ukrvodokanalekologiya is the largest water operator association in Ukraine. It supports knowledge transfer from leading German operators to Ukrainian operators. It also supports Ukrainian water utilities in implementing operational and organisational changes that will make the water sector in Ukraine more sustainable and effective. Ukrvodokanalekologiya is ready to support the project and scale up the project results by making them available to other Ukrainian municipal utilities. Ultimately, improvements will be achieved for the entire Ukrainian water sector.

Stadtentwässerung Dresden

Stadtentwässerung Dresden GmbH provides wastewater collection, drainage and treatment services as well as conducting environmental analyses and planning and constructing wastewater infrastructure. The company serves around 670,000 customers in eastern Saxony. With some 400 employees, annual turnover of EUR 85 million and an annual investment budget of around EUR 30 million, it is one of the largest utilities in the sector.

Stadtentwässerungsbetriebe Köln

StEB Köln ensures the quality of life and protects water bodies for over 1 million residents. To achieve this, they treat wastewater, prevent flooding, and improve water quality. They make streams and ponds accessible and promote the development of a water-sensitive and climate-resilient city. With over 700 employees, 5 wastewater treatment plants, and 2,300 km of sewer network, StEB Köln has an annual turnover exceeding 200 million euros.

Berliner Wasserbetriebe

Berliner Wasserbetriebe is responsible for the drinking water supply and wastewater disposal in Berlin and parts of Brandenburg, Germany. In 2019, they sold 220 million cubic metres of water. The drainage network comprises almost 10,000 kilometres of sewers. Berliner Wasserbetriebe is owned by the state of Berlin.

The project

Since 2021, German and Ukrainian water utilities have been working together on topics such as tariff calculation, asset management, and drinking water supply. The goal is to make better use of existing infrastructure. Despite facing similar challenges, conditions vary depending on the size and location of the utility. The focus lies on cost-covering tariffs, energy-efficient processes, and tackling leakage. Close cooperation, including with the Ukrainian water association, is essential for sustainable solutions. The war has significantly hindered operations – technical support and professional exchange help to maintain supply even in times of crisis. Human resource management has taken a back seat; what matters most is ensuring safe operation with existing staff, despite emigration and conscription.

Work Packages of the Partnership

There are three work packages that the partnership is focusing on: asset report, environmental safety and laboratory, and drinking water supply.

Asset Report
  • The focus on the asset report was chosen to create transparency regarding the condition and value of facilities at sewage treatment and pumping stations.
  • The aim is to establish a standardised reporting system by the end of the project, bringing together technical, operational, and financial data to serve as a basis for identifying investment needs.
  • Regular online meetings are supplemented by in-person working sessions in Germany.
  • A practical Excel spreadsheet, jointly developed during the pilot phase, serves as both a tool and a foundation for more detailed analyses, and can be scaled up as a template.
Drinking water supply and well technology
  • A webinar series on well rehabilitation and maintenance is being conducted. The aim is to train 4-5 colleagues from Lviv to independently carry out well analysis and servicing (regeneration/rehabilitation). The focus is on providing theoretical fundamentals on techniques for assessing well condition, regeneration, and rehabilitation.
  • Additional topics are also planned: the planning and implementation of new well construction in unconsolidated rock, as well as an overview of the well construction standards of Berliner Wasserbetriebe in the context of new well projects.
Environmental safety and laboratory
  • The self-monitoring responsibilities of wastewater treatment plants are often inadequately implemented internationally, particularly when it comes to monitoring indirect discharges from industry.
  • The goal is to establish laboratory structures to ensure environmental safety based on relevant parameters, aligned with the European framework.
  • Through trainings, job shadowing, and working meetings in Germany and Ukraine, specialist knowledge is shared, laboratory processes are improved, staff are trained, and testing procedures are implemented.
  • Exchange of best practices
  • Regular monitoring of industrial discharges is intended to be carried out independently in the future and to contribute to compliance with legal standards.

The work packages are complemented by demand-oriented individual workshops and expert presentations.

Activities

As part of the operator partnership, a consortium of German water utilities supports Ukrainian Vodokanals (municipal water supply and wastewater utilities) in stabilising and further developing their infrastructure, especially under the challenging conditions of the war.

Knowledge transfer takes place both theoretically through keynote presentations and consultations, and practically through working meetings and targeted job-shadowing activities in Germany. Additionally, networking among Ukrainian partners is promoted to leverage synergies and strengthen their own initiatives.
